One of Tu P'ei Fu's immediate entourage, who frequently comes to see me, has at different times given me, in strictest confidence, the following information as to Tu's views,
1. He is definitely opposed to the Powers granting China tariff autonomy for the simple reason that Japan, whatever she may declare outwardly, will never really accept it and will continue to foment civil war so as to render any and every Government unstable.
2. The present arms scandal case in Japan is con- cerned with arms shipped, not to Dairen as is alleged, but to Hongkong (see my despatch No 35 of March 22nd). He maintains that Japan is just as much responsible for the anti-British campaign in Canton as is Russia; it is Japan desire to cripple Hongkong as a counter-
blow to our Singapore naval base scheme.

The present change of attitude on the part of
Chiang Kai Shek is due to his fear of the attack
which he knows will be launched against him so soon as Wu is established in Peking (see my despatch quoted
above); he hopes by this means to have the moral support
of
Sir Ronald Macleay, K.C.M.G.
